Interview technique can be used for captyuring information from staff leaving Parliamentary service
ReplyDeleteProcess mapping in parliament is applicable mainly on areas where there are routine jobs like how to retrieve a book from shelve, how to operate a printing machine
ReplyDeleteObservation on the Operations of the sergent at arms. This is because to a large extent his work is demonstrative especially during the house settings.
ReplyDeleteGroup and individual interviews for all technical staff. This is because it is quite difficult to acquire knowledge of what they do through observation but they can save time for a one on one interview where knowledge can be shared.
Process & concept mapping can be used in the following circumstances:
ReplyDelete1. The processes in production of the Daily Hansard
2. Recruitment of new staff into the parliamentary commission by the department of human resources.
3. Payment of staff allowances by the department of Finance & adminisrtation.
All the above activities involve step-by-step processes that have to be strictly adhered to in order to have a tangible end product. Knowledge capture about these activities would therefore be best achieved using the above-named capture techniques.
The issue of KM has been ground breaking, I need more of this training so that I am an expert in KM.
ReplyDeleteI think Interview tachnique is the best followed by observation. This is because the tachnique can be used to get data from on individual and from many using the focus group discussion.
The next can be process mapping and concept mapping since you can do this activity together with an expert. Since the knowledge seeker does it with the expert, it makes data flow chart easy to construct.

Group and individual interviews are vital for the Human Resource Department. This method is adequate in seeking out ways of improving staff welfare among other matters in a 'democratic manner' which is crtical for staff motivation. Matters of motivation, especailly justified, are of interest to everyone, even the Speaker and Clerk to Parliament.
ReplyDeleteLaddering should be utilised by all departments in the service. As it has been said by the Chinese, "A picture is worth a thousand words," so would the diagrams because it makes the roles of each department simplier to grasp and also washes away some myths surrounding some departments.
Process mapping can be deployed on staff about to leave the service to tap into the tacit bit of things stored away in their heads.Repertory Grid is also good for the tacit knowledge.
Observation technique can used for like the Department of Official Report whose output may not be measured by how early they appear into office [Reoorting time is about 08.30 a.m. and departure is 5.00p.m.) but by if the Hansard is published within the agreed time frame. Such a department has most of its work cut out for it from early afternoon [when Parliament sessions commence) to far beyond the 5.00 p.m. when most departments close for the day. The 8.30 a.m to 5.00 p.m. 'rule' should not be used to establish the effectiveness of the department.

ReplyDeleteProcess mapping would be best for parliament since it is knowledge related to maintanence, operations,business processes and procedures especially in Clerk,s Department and Library Department.
ReplyDeleteThe Library and research department can use interviews when identifying user needs and finding out information gaps.
ReplyDeleteThe department of Sergent at Arms, Human Resource and Public Relations can use observation method to capture data on how their staff and the visitors to Parliament are behaving.
Laddering can be used by the department of Finance and administration and PDCO when making an organogram for the department.
The department of human resource can use process models and process mapping when designing the structure of human resource in parliament and for different department

ReplyDeleteObservation and interview methods can be used in case of the Library by the Staff observing the Information sources that the users use as well as interviewing them so as to capture the knowledge the users have.
